The rule

An unknown is never read as a permission. Where no record exists the finding is reported as E0 (unknown), not assumed E1 (clear). Five checks passing and one with no record is E0, not E1. This keeps the assessment honest about what it knows — and it must render visibly, because a large share of the Kingdom's land returns E0 on the tenure check alone. That is not a broken result; it is the assessment doing its job.

Prohibited ends the matter; unknown never collapses into clear. A location's reported state is the highest-precedence finding across all six checks — not an average. One E3 anywhere makes the location E3. An E0 outranks every E1.

Prohibited — a conflicting designated use
A hard exclusion: the parcel carries a formal non-agricultural designation (mining, defense, utility). Prohibited ends the matter.

Unknown — no zoning record found
